Today I recived updates from Microsoft one was
2020-01 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 (KB4535102)
The second one was
2020-01 Security Monthly Quality Rollup for Windows 7 for x86-based Systems (KB4534310)
I have my computer set up for updates to download and ask me when to install them. The first one as I read what it was for .NET 4.8. Figured no problem because .NET is only updated a few times per year. The second one was a Security Monthly Quality Rollup for Windows 7 this update is serval times a month and does what it said. I instlled both updtes, that took about twenty minutes to do it's thing. After reboot I had no picture on my desktop. I tried to put the picture back on and still no picture. It was like I never registered my O/S where you only have a black screen and limited to what you can do with Windows. After that did not work I tried to restore point from January 13 2020 and tha did not work. I then went to uninstall the two updtes and after I removed them I had my picture and control of my computer again.

Update 01/15/2020 DO NOT INSTALL THESE UPDATES KB4534310 OR KB4535102
If these updates are installed on your Windows 7 O/S you will no longer be able to have a picture on your desktop!
Should you have your Windows 7 set for automatic updates, you will have to uninstall them to get your desktop picture back.
This is how I fixed mine:
1. Left click start window button bottom left
2. When the popup comes up on the right side left click control panel
3. In top right you will see (View by) if it said (Category) left click pull down it looks like an arrow pointing down.

4. Left click and choose Large or Small Icons.
5. Look for Windows Updates near the bottom and left click one

6. Look in bottom left and left click one time Installed Updates.

7. It opens a window to Uninstall Updates

8. Scroll down till you see Microsoft Windows

9. Now look for 2020-01 Security Monthly Quality Rollup for Windows 7 for x86-based Systems (KB4534310) when you find it left click Uninstall in top left of page.

10. On the same page scroll up till you see Microsoft Framework .Net and look for
Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 (KB4535102) then uninstall.

11. Left click Change Settings by clicking the pull down arrow and choose Never Update

12. Then remove the tics or checked out of all four boxes.
13. After you have uninstalled both updates Reboot your computer.
14. After reboot and while rebooting your screen will say that it is Updating because it is going back to your setting before the Update.
15. Once you get to your Desktop you should see your picture you had on the screen before the update.
Hope this helps someone.
